The wheels wear mainly on the inner edge. Every so often, swap their positions and flip them to the other side so that they wear evenly.

No. The set is just 4 wheels. You move the bearings and spacers over from your old wheels or choose them separately.
Are 4 wheels enough for a pair of skates?
No, if you have four-wheel skates. Four wheels fit one skate, so for a pair you need two sets.
Will these wheels fit my skates?
Yes, if the frame of your skates takes 80 mm wheels. The easiest way to check is the print on your old wheels: if it says 80 mm, it is a direct replacement.
